I. Projects plan

I. Establishment of a new infrastructure for private school revival
The association shall make efforts to establish a new infrastructure for the revival of private schools through reconfirmation of the principle and origin of private education revival, observation of the progress of this country and consideration of issues surrounding higher education.
  1. Research committee for fundamental issues in private universities
(1) The committee shall promote researches regarding the fundamental issues of school corporation system and private universities. Emphasis will be placed on the present state of a school corporation and the roles and responsibilities of private universities, including information disclosure and corporation compliance. The committee shall respond appropriately to any miscellaneous consultative council.
(2) The committee shall promote researches on educational policy, such as university policy, measure on private university revival and regulation reform, while propagating the vision of private universities.
(3) The committee shall strive to promote comprehensive researches and appropriately respond to the following issues that school corporations and private universities share in common: Setting standards for university education (quality-assurance) and its evaluation ,reforming career guidance in university reforming financial regulations regarding allocation of education expenditure towards private universities, reforming regulations of taxation on school corporations, responding to changing social structure, managing welfare of faculties (including pension schemes for private university faculties), and evaluating audit standards.
(4) The committee will work in liaison with the Promotion and Mutual Aid Corporation for Private Schools of Japan and investigate on an efficient information provision strategy between associated universities. (including establishment of database for university)
(5) The committee shall establish sub committees to promote research on topics such as school corporation system issue of private university, and promotion of public relationships. Consultative councils and study groups would be held when necessary.
  2. Administrative advisory committee
    (1) The committee shall work in liaison with institutions such as the Ministry of Education, Culture, Sports, Science and Technology, and the Promotion and Mutual Aid Corporation for Private Schools of Japan to evaluate and respond to the issues of efficient information provision strategy between associated universities and response to management consultation.
(2) The committee shall investigate on the research and response for student safety net management.
(3) The committee is responsible for managing the private school administrative advisory room.

II. Revitalization and enhancement of education and research
The association shall promote further enhancement of education and research in private universities, as well as graduate schools, through further research and information provision gained through the research. The association shall respond appropriately when new rules or regulations relevant to private universities are introduced.
1.Academic education development and research committee
(1) The committee shall conduct investigation, research and information provision on the following issues to promote the enhancement of undergraduate and graduate programs: Construction of quality assurance system for education, development of academic curricula, enhancement of academic education, establishment of an organization for research of academic education, observation of standards for bachelor's degree, development of learning support system for students, improvement in quality of the faculty including UD (FD / SD), improvement of faculty training system, establishment of advisory system to advocate social independence in students, cooperation between high school and universities, and research on lifelong learning system.
(2) The committee shall work in liaison with related ministries to conduct investigation and research on research budget allocation, promotion of industry university partnerships, and improvement / revitalization of educational research.
(3) The committee shall hold council meetings and study groups as needed for the research and development of educational research.
  2. Academic administration research committee
  (1) The committee shall conduct investigation and research on issues regarding enhancement of undergraduate and graduate programs in liaison with the Academic Education Development and Research Committee. The issues include: Improvement of faculty quality including UD (BD / FD / SD), evaluation of the system for admission acceptance, evaluation of faulty training system, establishment of advisory system to advocate social independence in students, and cooperation between high school and universities.
(2) The committee shall conduct training sessions for directors of academic administration department.
  3. Research committee for university data library
    (1) The committee shall conduct investigation, research, and information provision on issues regarding improvements of university libraries and respond to issues involving academic information.
(2) The committee shall conduct council meetings as needed.
  4. Student Guidance Research Committee
    (1) The committee shall conduct investigation, research, and information provision on issues regarding student counseling to develop independence, social skill, and vitality in students while making observations on the diversification in student mentality. Factors such as individuality, internationality, and introduction of new learning systems will be considered in the research. (Also include SPS/UD research)
(2) The committee shall conduct training sessions for directors in charge of student guidance.
  5. Career Development Committee
    (1) The committee shall conduct investigation, research and information provision on issues regarding career opportunities, such as the hiring trends and employment activities, to realize improvements of student support and guidelines for career advisory.
(2) The committee shall conduct training sessions for directors in charge of career development.
(3) The committee shall work in liaison with the Federation of Japanese Private Colleges and Universities Association.

III. Promotion of international exchange and cooperation
The association shall conduct research on the following issues regarding international exchange and cooperation (involving education and culture): Promotion of systems to accept international students, promotion of comprehensive support system for temporary employment and its support, and encouragement of exchanges between professors and researchers.
1. International exchange committee
(1) The committee shall provide necessary information, to the association, regarding international exchange and cooperation with universities in other countries, as well as provide information regarding Japan's higher education system to the universities in other countries.
(2) The committee shall conduct research regarding Japan's system for international students and their support, and take necessary measures to effectively propagate the opinions of private universities.
(3) The committee shall work in liaison with the Research Institute for Independent Higher Education and cooperate as necessary to dispatch research team overseas.
(4) The committee shall work in liaison with the Federation of Japanese Private Colleges and Universities Association to cooperate and promote exchange with international associations such as International Association of University Presidents (IAUP), International Association of Universities (IAU), and University Mobility in Asia and the Pacific (UMAP). Issues regarding the management of UMAP Japan Committee and Japan Committee of Universities for international exchange (JACUIE) will also be responded with the cooperation of the Federation of Japanese Private Colleges and Universities Association.
(5) The committee shall promote research on improvement of Japanese language education for special courses for foreign students in private universities with the Federation of Japanese Private Colleges and Universities Association.
(6) The committee shall conduct council meetings for directors in charge of international students.
  2. Committee for academic exchange with Inner Mongolia and Xinjiang Weiwu Provinces
    The committee shall continue to cooperate with associated universities to support the researchers dispatched from the government of Inner Mongolia and Xinjiang Weiwu Provinces. Conferences will be held constantly to discuss and evaluate the committee's role to flexibly respond at times of change in the state of affairs between Japan and China.

IV. Enhancement of the private universities fiscal fundamentals
To establish robust fiscal fundamentals of private universities, the Association shall promote research about enchanement of private universities fiscal fundamentals, including measures for increased public fiscal expenditures and tax measures for private universities.
1. Enhancement of the foundation for university funding
The association shall cooperate with the Consultative Research and Development Committee for Private Universities, and associated organizations, to promote research on measures regarding the fiscal expenditures and tax law reform related to private universities. The goal of the research will be to establish a firm foundation for private university funding.
1. University financial affair research committee
(1) The committee shall conduct investigation, research and information provision on the following issues regarding the school corporation's finance management: 「standard for school corporation finance management」, 「finance management」 , and 「financial data disclosure」.
(2) The committee shall make efforts to conduct investigation, research and information provision on measures for financial stabilization and management of private university funds. Other research topic includes measures for increasing external funds securing the endowments, and reducing business expenses.
(3) The committee shall conduct training sessions for directors in charge of university accounting.

V. Enhancement of academic administration managements
The association shall cooperate with the Research Institute for Independent Higher Education, and committee of experts, to promote research on administration management of private universities, as well as enhance the system of management in school corporations.
1. Administration research committee
(1) The committee shall cooperate with the research committee for fundamental issues in private universities and promote research, as well as provide data regarding how the administration should be improved and managed(including disdosure). Other issues include: Establishment risk management system and research regarding social responsibilities of universities.
(2) The committee shall conduct investigation and research on enhancement of administration management, education and research through self-assessment and third-party assessment.
(3) The committee shall conduct training sessions for administration members and directors.

VI. Promotion of public relations activities
The association shall promote public relations activities to gain mutual understanding from the general public regarding the significance and roles played by private universities.
1. Management of the weekly external house organ, "kyouiku-gakujyutsu shinbun" (Education and Science Newspaper)
The association shall strive to enhance the articles on the "kyouiku-gakujyutsu shinbun" and conduct PR activities such as providing guidelines for admission to private universities and other information on websites.
  2. Education and Science newspaper management committee
(1) The committee shall conduct evaluations on management of the external house organ "kyouiku-gakujyutsu shinbun".
(2) The committee shall conduct consultative conferences to discuss issues regarding establishment of policies, to realize the demands of private universities, and hope to make the significance and roles of school corporations, and to make brochure for private universities prominent to the society.
(3) The committee shall conduct study group for issues regarding public relations in universities, while considering similar issues at the public relations consultative conference.
  3. Research Institute for Independent Higher Education established by association
The association shall conduct investigation, research and provide information regarding the Research Institute for Independent Higher Education, while considering cooperation with the committee of experts in the association, to conduct open study groups and publish and report research results.
  4. Publication of results from research and training sessions
The association shall frequently publish and distribute the research results of the following issues with the cooperation of the Foundation for in Service Training and Welfare of the Private School: Duty and administration management of private university, student guidance, and career advisory. These data will be frequently distributed to the associated universities. A guidebook for information of private universities will also be published.
  5. Enhancement and application of the association website
The association shall strive to enhance the websites for the Japan Private University Association, the association's external house organ, and Research Institute for Independent Higher Education. Also the association shall consider the possibility of establishing an information network on the website accessible by association members only.

VII.Planning, proposal and coordination of projects
The association shall conduct planning, proposal and coordination regarding the projects and budget for the association.
1. Project planning and finance committee
The committee shall be responsible for the following:
(1) Planning the association projects
(2) Propose a budget
(3) Coordinate meetings such as joint study groups
The committee shall conduct investigation, research and training sessions for new issues while coordinating and making adjustments for various study groups and council meetings.
(4) Continue to evaluate and analyze the current state of the association and on-going projects such as the training sessions and conduct investigation, research, training, and information provision whenever new issues arise.
  2. Steering committee for the Research Institute for Independent Higher Education
    The committee shall evaluate the necessary matters regarding management of the Research Institute for Independent Higher Education.
3. Consultative committee for statute.
The committee shall conduct investigation as needed regarding the statute of association

VIII. External communications activities
The association shall hold board meetings and various expert committees to promote investigation and research on important matters, regarding the promotion of private universities, to realize and propagate the association's intention to the affiliated groups and organizations.
1. Association board of directors meetings
(1) Chairman and vice-chairman meetings
(2) Executive council meetings (generally held every month on the second Friday)
(3) General council meetings (generally held every month on the fourth Friday)

- Conduct negotiations with the government and National Diet of Japan regarding parliaments, administration and institutions.
- Take responsive action to changes in subsidies and public finance issues.
- Cooperate with associations and organizations in alliance with private universities.
- Hold committee regarding guidelines for management and ethics.
  2. Federation of Japanese Private Colleges and Universities Association
    (1) Board of director meetings

(3) Director General consultant meetings (generally held every month on first and third Monday)

- Higher Educational Reform Committee (includes sub-committee regarding quality insurance for education and environmental issues)

    (1) Council meeting of representatives

IX. Miscellaneous activities
    1. The association shall cooperate with the General Union of Private Universities and Consultative Research and Development Committee for Private Universities to publish the 2011 Tuition Report. The School Corporation Fundamental Report (Tuition Report), which is data provided by the Promotion and Mutual Aid Corporation for Private Schools of Japan, shall be effectively utilized for the report. The published data shall be distributed to associated universities.
2. The association shall occasionally execute projects necessary for achieving objectives for the association.
